Saskatchewan 2017 and 2018 Personal Marginal
Income Tax Rates
The Federal tax brackets and personal
amounts are increased for 2018 by an indexation factor of 1.015.
Saskatchewan amounts are no longer indexed. The indexation
factors, tax brackets and tax rates have been
confirmed to Canada Revenue Agency
information.
The Saskatchewan 2017 Budget announced
that the personal income tax rates would be reduced by 1/2% effective July 1,
2017, and by 1/2% effective July 1, 2019. This means that the effective
rates for both 2017 and 2018 are reduced by 1/4%, as per the table below. Also,
the indexation of the personal income tax system is suspended
starting with the 2018 taxation year.
The Saskatchewan
2018 Budget revised the non-eligible dividend tax credit rate to 3.333% of
the taxable dividend. This is reflected in the marginal tax rates below, but was
not updated until May 24, 2018.
The marginal tax rates for eligible Canadian dividends are revised as per Bill
69, Income Tax Amendment Act, 2017 (pdf), tabled on April 13,
2017. In conjunction with the reduction of 1/4% per year in the personal
tax rate, the dividend tax credit rate for eligible dividends, as a % of the
taxable dividend, is also being reduced by 1/4% per year until 2020.

Marginal tax rate for dividends is a % of actual
dividends received (not grossed-up taxable amount).
Marginal tax rate for capital gains is a % of total capital gains
(not taxable capital gains).
Gross-up rate for eligible dividends is 38%, and for non-eligible dividends is
17% in 2017, and 16% in 2018.
The 2018 enhanced dividend tax credit for eligible dividends was
revised in November 2017 for the 2018 and subsequent taxation years.
The 2018 dividend tax credit was revised by the SK 2018 Budget.
